Study confirms voucher programs discriminate

Research led by an Indiana University professor confirms what school voucher critics have long argued: Voucher programs receive public funding yet discriminate on the basis of religion, disability status, sexual orientation and possibly other factors.

The finding is especially timely as President Donald Trump and his designee to serve as secretary of education, Michigan school-choice activist Betsy DeVos, have indicated they will use federal clout and money to push states to expand voucher programs.

“At the time we did the study, we had no idea it would be so relevant,” said Suzanne Eckes, professor in the IU School of Education and the lead author of the research paper. “People are starting to think about these questions, and the topic has not been widely addressed in research.”

The study, “Dollars to Discriminate: The (Un)intended Consequences of School Vouchers,” was published last summer in the Peabody Journal of Education. Co-authors are Julie Mead, a professor at the University of Wisconsin-Madison, and Jessica Ulm, a doctoral student at IU.

The researchers examined 25 programs in 15 states and Washington, D.C., that provide public funding for private K-12 schools, including traditional tuition voucher programs and voucher-like programs called education savings accounts. Indiana is one of seven states with a statewide voucher program. Other programs are limited to cities (Milwaukee, Cleveland) or special-needs students.

The authors say legislators who authorized the programs neglected to write policies that provide equal access for students and avoid discriminating against marginalized groups.

School legislation grew from chat at county fair

This is how lawmaking is supposed to work. It starts with a friendly talk with a constituent at the county fair and moves on to legislation given a positive reception in a Senate committee. If things go the way they should, it will end up with a new law that provides modest but important help for public schools.

Senate Bill 30 would require the Indiana Department of Education to report to school districts twice a year on the number of local students receiving tuition vouchers and the private schools they attend. Introduced by Sen. Eric Koch, R-Bedford, it’s scheduled for consideration today by the Senate Education and Career Development Committee.

The idea was hatched last summer, when Koch ran into Laura Hammack, the newly appointed superintendent of the Brown County School Corp., at the school district’s popcorn booth at the Brown County Fair in Nashville.

“It was like 8,000 degrees outside and we were covered in popcorn grease,” Hammack recalled.

Koch asked about school issues, and Hammack said she was concerned the district was losing students and, as a result, losing state funding.

“The outgoing superintendent had shared that he expected us to be down about 40 students,” Hammack said. “That would have been a big hit, but in reality we were down 100 students last fall compared to the prior year. That generates a loss of just over a half million dollars to our general fund.”

Scores drop when students move to private, magnet schools

Students who leave neighborhood public schools for private or magnet schools tend to fall behind academically in the year after they transfer, according to a new study of school choice in Indianapolis.

Students who move to charter schools don’t fall behind, but neither do they move ahead. Their performance is about the same as if they had stayed in their neighborhood school, the study finds.

The authors of the study, Mark Berends at the University of Notre Dame and R. Joseph Waddington of the University of Kentucky, say the findings don’t discredit the potential benefits of school choice, but they raise questions about the conditions under which choice might be a strategy for improving academic achievement.

“It’s sort of a cautionary tale, that school choice is not a panacea,” said Berends, a professor of sociology and director of Notre Dame’s Center for Research on Educational Opportunity.

The study, “School Choice in Indianapolis:  Effects of Charter, Magnet, Private, and Traditional Public Schools,” has been accepted for publication and posted by the journal Education Finance and Policy.

Berends and Waddington analyzed several years of ISTEP test math and English/language arts scores for Indianapolis students in grades 3-8. The students attended neighborhood and magnet schools in public school districts as well as charter schools and private schools in the city. Magnet schools are public schools organized around themes, such as international engagement, foreign language immersion and Montessori education; students typically apply for admission to the schools.

Big costs, little oversight for voucher program

Indiana spent over $131 million last year on tuition vouchers for students to attend private K-12 schools. But the state provides almost no fiscal oversight for the voucher program, according to a recent report from the Center for Evaluation and Education Policy at Indiana University.

Schools that participate in the program aren’t audited. There’s no public reporting or accounting of how they spend the public money they receive. It’s hard even for scholars to track down detailed data that would give a full picture of how the program operates and what it costs taxpayers.

And the lack of oversight and accountability is just one of several ways in which the Indiana program differs from established school voucher programs in Wisconsin, Ohio, Arizona, Louisiana and Washington, D.C., the report finds. Other differences include:

  • Indiana is unusually generous, offering vouchers to more categories of students.
  • Its treatment of special education is unusual, letting parents of special-needs students with vouchers decide if the private school or local public school will provide services.
  • Budgeting is opaque, with funding coming from overall education appropriations rather than a separate line for vouchers in the state budget.

Will voucher support hurt superintendent candidate?

Jennifer McCormick, the Republican candidate for superintendent of public instruction, says she rejects politics and wants to provide effective management for the Indiana Department of Education. But the message isn’t convincing when her campaign supporters include some very political people.

Or when McCormick joins them in embracing Indiana’s controversial school voucher program.

And let’s face it: Making and administering state education policy is a political process. It’s probably always been that way, but it became much more so when Republican Tony Bennett was elected to the office in 2008 and began using politics as a club to reshape education.

McCormick, the school superintendent in Yorktown, Ind., since 2010, is challenging Glenda Ritz, the Democrat who upset Bennett in the 2012 election. She hasn’t yet provided a lot of specifics about policy, but she supports Indiana’s voucher program, which provides state funding to send children to private schools, nearly all of which are religious schools.

“I’ve been a huge proponent of parents being allowed that choice,” she told Chalkbeat Indiana.

That should be a deal-breaker for many people who support public education. Leaving aside the matter of taxpayer funding of faith-based schools, vouchers cost the state up to $53.2 million last year, according to the Indiana Department of Education. That’s money that could have gone to public schools.

Voucher price tag keeps rising

Hoosier taxpayers paid $131.9 million in the 2015-16 academic year to send students to private schools, nearly all of them religious schools. That’s a key figure in an updated school voucher report released this week by the Indiana Department of Education.

What the voucher program actually cost the state is an open question, because we don’t know how many of the 32,686 voucher students would have attended public schools if not for the vouchers. If they had, the state would have been paying the full cost of their schooling, not just the voucher amount.

But, using a formula created by the pro-voucher state legislature, the state education department calculates the net cost to the state at $53.2 million, up from $40 million in 2014-15. That’s a good chunk of change that could otherwise be used to support public schools.

What is clear is that state officials pulled something of a bait-and-switch with vouchers. When the program was created in 2011, advocates insisted it was a way for poor children to escape “failing” public schools. Gov. Mitch Daniels even said it was appropriate that students should attend a public school for a year to qualify for a voucher, so they could see first-hand if the school was any good.

But lawmakers quickly expanded the program, making it more generous and easier to qualify. According to the state report, 52 percent of voucher students now have no record of attending a public school.

Voucher program promotes religion, not better education

Supporters of Indiana’s school voucher program can no longer pretend that it’s intended to provide parents with the best education for their children no matter where they live.

No, it’s about using public dollars to pay for religious education, pure and simple. More and more every year, vouchers are going to parents who never intended to send their kids to public schools. They are taking advantage of the program to get religious instruction at taxpayer expense.

Look, for example, at Lighthouse Christian Academy in Bloomington, which enrolled 25 new voucher students last fall. The school has nearly 100 students receiving vouchers and received almost $400,000 in state-funded tuition assistance this year.

The school’s principal, Joyce Huck, told the Bloomington Herald-Times that most of the new students were from families that previously home-schooled their kids.

“Before, looking at education that was faith-based was out of reach financially, and with the scholarships, they were able to make that happen,” Huck told reporter Mary Keck.

According to the annual voucher program report released last week by the Indiana Department of Education, 52 percent of the 32,686 current voucher students have no record of having attended a public school in the state.

Voucher students were eligible to receive $134.7 million in taxpayer-funded tuition assistance this year, the report said. Ninety-nine percent of the more than 300 private schools that enroll voucher students are religious schools. With maybe three exceptions, those are Christian schools, primarily Catholic, Lutheran or Evangelical Protestant.

Survey is ammunition, not illumination

University of Illinois education professor Christopher Lubienski said he winced when he saw a recent Friedman Foundation for Educational Choice survey that purported to find suspiciously strong support among Indiana voters for private school vouchers.

Lubienski, who studies both school choice and research methodology, suspected the survey results would be reported uncritically — and sure enough, they were.

“The Friedman Foundation is an advocacy organization,” he said in a phone interview this week. “There’s nothing wrong with that, but they have a position. I think it’s not appropriate to represent them as some kind of objective research organization. They’re not; they’re pushing an agenda.

“Researchers are looking for illumination,” he said. “And the Friedman Foundation is looking for ammunition.”

The Friedman Foundation survey found that an extraordinary seven in 10 Hoosier registered voters favor vouchers, in which the government pays private and religious school tuition for qualified students. Other surveys find voucher support to be half that strong. The foundation also found strong support for charter schools and for education savings accounts, a new and convoluted approach to providing public funding for private school tuition.

Study: Louisiana vouchers produce poor results

A new study of a Louisiana school voucher program should get attention in Indiana, where a five-year-old voucher program continues to grow rapidly with little oversight from state officials.

The study, published in December 2015 as a working paper by the National Bureau of Economic Research, finds that Louisiana students who get state-funded vouchers to pay private school tuition perform much worse on standardized tests than if they had stayed in public schools.

The voucher program, called the Louisiana Scholarship Program or LSP, was established as a pilot program in 2008 and greatly expanded by Gov. Bobby Jindal in 2012. According to the study:

Attendance at an LSP-eligible private school lowers math scores by 0.4 standard deviations and increases the likelihood of a failing score by 50 percent. Voucher effects for reading, science and social studies are also negative and large. The negative impacts of vouchers are consistent across income groups, geographic areas, and private school characteristics, and are larger for younger children.

A 50 percent increase in the likelihood of getting a failing score in math is a lot. Lowering scores by 0.4 standard deviation is harder for us non-statisticians to grasp. But note that it’s five to 10 times as big an effect as the charter-school test-score gains that are touted as meaningful by the Stanford-based CREDO research organization. Scholarships a sweet deal at taxpayer expense

Indiana’s School Scholarship Tax Credit program is “almost too good to be true,” the head of the state’s Lutheran Scholarship Granting Organization tells the Fort Wayne Journal-Gazette.

That may be true if you’re one of the rich people getting a 50 percent kickback from the state on your contributions to private K-12 schools. Two-thirds of the credits go to Hoosiers who make more than a half million dollars a year, the JG’s Niki Kelly reports.

And it’s also a good deal for private schools like those represented by the Lutheran group and the other four Scholarship Granting Organizations that dispense the tax credits. No one else gets such generous help from the state to help with their fundraising.

But it’s arguably not so good for the Indiana taxpayers who are paying more and more money every year to fund private schools, most of them religious. And it’s not a good deal for public schools that struggle as the state sends more money to private schools.

Betsy Wiley, president and CEO of the Institute for Quality of Education, another of the Scholarship Granting Organizations, suggests that paying for the program is a wash because the state isn’t paying to educating students who might otherwise be in public school.

But that’s bogus. It’s likely that most of the scholarships are going to students who would never have attended public schools. So their schooling is an added-on cost for the state.

More significantly, any student who receives a scholarship from a Scholarship Granting Organization for one year becomes eligible for taxpayer-funded vouchers for as long as his or her family remains income-eligible. And the student’s siblings get vouchers too.
